Here is a note from Professor Tsai on the 10% rule:
If we are limited to balanced laminates, the requirement is to have a minimum 10% each of [+45] and [-45]. The bounds would be 20 percent of [±45]. This is shown in the revised plot "10_perecent_rule" found in today's folder. The reduction in possible laminates within this restricted family will be 28, less than one half of the original 66.
